Cicilian Alliance
The Cilicans are ruled by the Chairman, the head of state of Cilican Alliance. The Chairman are elected by the Elders, the leaders of the eight Great Houses. Contrary to most civilized species, the Cilicans’ society remained as feudalism even after they have begun space colonisation, with the population ruled by ruled by noble families before the establishment of the Cilican Alliance. Before the Cilicans have made contact with the other alien civilisations, each house was an independent nation. Decades of civil conflict between the Great Houses has nearly turned their home planet into a junk. However, after their first encounter with the Khitan Confederation, the Great Houses of the Cilicans begun to co-operate. Realize how weak they are compared to the other species and that a single Great House can never survive an alien invasion alone. To survive, they must stand together and use the collective resources of the Cilicans to defent themselves. The Great Houses signed a treaty to end their conflict and created the Cilican Alliance.
The eight Great Houses renounced control for all of their planets to the Cilican Alliance, except for their capital, under the condition that they are entitled to a fraction of taxes from their former territories. Using their resources, the Great Houses aided the alliance to reconstruct the Cilicans’ home world and established it as the alliance’s capital. The capital planets of the Great Houses are considered territories of the Cilican Alliance, but they enjoy a great degree of autonomy and have its own military force. Every Ten years, the Elders of the Great Houses would gather on their home world to elect a new Chairman from the Cilicans outside of the Great Houses that are considered capable of leading the alliance. Civil wars may still arise within the noble families, but it is limited to their own planets and are relatively insignificant to the rest of the Cilican society.
